The government has approved the high-level design of an integrated energy plan aimed at improving Pakistan’s energy sector and making electricity more affordable over the long term.
The Cabinet Committee on Energy, chaired by Prime Minister Muhammad Shehbaz Sharif, approved the High Level Design Report for the Integrated Energy Plan 2027-2060 during a meeting held at the Prime Minister’s House in Islamabad on August 18.
The proposed plan is designed to address some of the major challenges facing Pakistan’s energy sector while strengthening energy security and improving the country’s economic competitiveness.
According to the plan, federal and provincial governments will work together with other relevant stakeholders to develop a coordinated approach to Pakistan’s future energy requirements.
The integrated strategy is expected to bring different parts of the energy sector under a more coordinated framework. This could help policymakers better plan electricity generation, energy supply, infrastructure, and long-term investment requirements.
Making electricity more affordable is one of the key objectives behind the initiative. High electricity costs have remained a major concern for households, businesses, and industries in Pakistan, with expensive energy also affecting production costs and overall economic competitiveness.
The government’s long-term approach comes as Pakistan continues to deal with challenges related to energy security, power generation costs, transmission infrastructure, and the broader financial sustainability of the electricity sector.
The Integrated Energy Plan is expected to provide a framework for addressing these issues over the period from 2027 to 2060. Such a long-term planning horizon could allow authorities to align energy investments with changing demand and economic requirements.
Greater coordination between federal and provincial authorities could also help reduce fragmentation in energy planning. Bringing different stakeholders into the process may support more effective decisions regarding future energy resources and infrastructure.
The Power Division presented the High Level Design Report during the August 18 meeting, giving the Cabinet Committee on Energy a proposed framework for the next stage of the planning process.
The plan’s focus on energy security is particularly important for Pakistan because reliable and affordable electricity is essential for economic growth. Industries, businesses, agriculture, and households all depend on a stable energy supply.
Improving the competitiveness of the energy sector could also help support investment and industrial activity. Lower and more predictable energy costs can make it easier for businesses to plan operations and manage production expenses.
However, the approval of the high-level design represents an important planning step rather than an immediate reduction in electricity tariffs. The eventual impact on consumer electricity prices will depend on how the integrated plan is implemented and what specific policies and projects are adopted in the coming years.
The government’s approval nevertheless signals an effort to take a longer-term approach to Pakistan’s energy challenges. By bringing federal and provincial governments and other stakeholders together, the proposed framework aims to create a more coordinated direction for the country’s energy future.
If successfully implemented, the Integrated Energy Plan 2027-2060 could play a role in improving energy security, supporting economic competitiveness, and creating a more sustainable and affordable electricity system for Pakistan.
