The Karachi IT Park project is set to enter another bidding phase after two previous attempts to select a Korean contractor failed to attract any bidders. The Ministry of Information Technology and Telecommunication has now decided to conduct an independent review of the bidding documents before launching a third tender.
The decision reflects an effort to address possible issues in the tendering process and improve the chances of attracting qualified international contractors for the major technology infrastructure project.
According to the latest development, the Project Review and Steering Committee has instructed an independent Construction Contracts Consultant to examine the bidding documents. The review will take place before the ministry proceeds with the third tender for the appointment of a Korean contractor.
The Karachi IT Park is considered an important project for strengthening Pakistan’s information technology infrastructure and supporting the country’s growing digital economy. However, the failure of two consecutive tender attempts has delayed progress toward the selection of a contractor.
No companies submitted bids during either of the first two tendering attempts. As a result, authorities have opted for a detailed assessment of the bidding documents before making another attempt to invite contractors.
The independent review is expected to help identify any technical, contractual or procedural concerns that may have discouraged companies from participating in the earlier tenders. Addressing such issues could make the third bidding process more competitive and accessible to potential contractors.
The decision also highlights the government’s focus on ensuring greater transparency and preparedness before moving forward with a major public-sector technology project. An external review may provide an additional layer of assessment before the tender is formally issued.
For Karachi, the IT Park project carries significance because the city remains one of Pakistan’s major commercial and technology centers. A successful project could contribute to the development of a stronger ecosystem for technology companies, IT professionals and digital businesses.
The repeated tender delays also underline the challenges involved in implementing large-scale technology and infrastructure projects. Preparing clear bidding requirements and creating suitable conditions for international participation can be important factors in attracting qualified contractors.
With the Construction Contracts Consultant now tasked with reviewing the bidding documents, the next major step will be the completion of the assessment and any required revisions. Authorities are expected to proceed with the third tender after the documents have been reviewed and finalized.
The third attempt will therefore be closely watched, particularly because the first two tenders failed to receive bids. A successful tender could help the Karachi IT Park move closer to the construction and implementation stage.
For Pakistan’s technology sector, progress on the project could also support broader efforts to expand digital infrastructure and create an environment capable of accommodating future IT and technology-related investment.
